iNACOL Updates the Snapshot of K-12 Competency-Based Education State Policy Across the United States
A Snapshot of Competency-Based Education State Policy Across the United States - Map updated May 31, 2019

Today, iNACOL released the updated CompetencyWorks map for 2019, a snapshot of K-12 competency education state policy across the United States. The map was last updated in September 2018.

We have categorized the states as “Advanced,” “Developing,” “Emerging,” and “Not Yet” on the map to signify whether the state has permissive, enabling, or comprehensive state policy to advance competency-based education.

This month, two states have moved up one category on the map, in recognition of new developments in state policy or leadership that create more conducive conditions for competency education: California moved from “Not Yet” to “Emerging”and Michigan moved from “Emerging” to “Developing.”

“Advanced” means that the state has comprehensive policy alignment or has established an active state role to build educator capacity in local school systems for competency education.

“Developing” means that the state has open state policy flexibility for school districts to transition to competency education.

“Emerging” means that there is limited state policy flexibility and, usually, the state requires authorization for school systems to shift to competency-based education.

In the updated map, there are 17 “Advanced” states (in red), 14 “Developing” states, plus the District of Columbia ( in green), and 18 “Emerging” states (in yellow.)

Additionally, the 2019 map removes the shading that formerly designated whether a state was a part of the Council of Chief State School Officers’ Innovative Lab Network (ILN), which is phasing out this year.

2019 iNACOL Symposium Agenda Now Available

iNACOL has released the conference agenda for the 2019 iNACOL Symposium, to be held October 28-31 at the Palm Springs Convention Center in California. We wanted to note a couple changes that will be happening with the agenda this year as attendees begin to prepare for travels and accommodations.

Starting with pre-conferences on Monday, October 28th, and ending with a half day of workshops on Thursday, October 31st, this year’s schedule has been adjusted with family considerations in mind.

Also, in the spirit of trying something new, we will hold our opening keynote on the afternoon of October 28th, from 3:30-5:00 pm PT, following the pre-conference workshops. Once the keynote concludes, the President’s Welcome Reception will immediately follow.

We will have a morning and luncheon keynote on Tuesday and Wednesday as normally scheduled, and plenty opportunity to attend as many sessions as possible. Half-day workshops will only be available on October 31. Stay tuned for more detailed announcements on keynote speakers, session and workshop descriptions, and pre-conference sign-ups in the forthcoming months.

Susan Patrick to Present at ECS National Forum on Education Policy

iNACOL President and CEO Susan Patrick will co-present "Access, Quality and Policy Considerations for Individualized Learning" at the National Forum on Education Policy, hosted by the Education Commission of the States. Along with Chris Bonnell of Western Governors University and Lauren McCauley of the South Carolina Department of Education, she will discuss persistent challenges in the shift toward student-centered learning environments. The session is scheduled for July 12, 2019, at 9:45 am.

What the SAT “Adversity Score” Tells Us about the Need for Personalized, Competency-Based Learning in K-12 Education

The very need for such a score puts the utility of a single, norm-referenced score of student achievement in question. Meaningful assessments of what students know and can do are available, but these require massive shifts in K-12 educational systems. But stop-gap measures that may have the unintended consequence of compounding disadvantage are not comprehensive solutions to the larger problems we face. At their best they do not tell us what two students with the same score (or GPA or credit hours) know and can do, and at their worst can unintentionally reinforce societal stratification.
