Learning is measured through real-world projects on a flexible schedule. Policy levers that support competency education and personalized learning include innovation zones, school finance changes, planning grants, new assessment frameworks, and pilot programs. <a href=\"http:\/\/www.inacol.org\/news\/states-considering-policies-supporting-competency-based-education\/\" target=\"_blank\" rel=\"noopener noreferrer\">Read more here<\/a>.<!--more--><\/li>\n<li>Karla Phillips <a href=\"http:\/\/excelined.org\/2015\/06\/25\/when-opportunity-presents-itself\" target=\"_blank\" rel=\"noopener noreferrer\">explores the question<\/a>, \u201cHow will states finance the rapidly-changing face of education to be increasingly flexible, portable, and student-centered?\u201d She discusses the states that recognize the need for a flexible school finance formula, such as Idaho, Utah and Georgia, which break the connection between seat time and funding.<\/li>\n<\/ul>\n<address><a href=\"https:\/\/www.competencyworks.org\/wp-content\/uploads\/2015\/07\/Screen-Shot-2015-07-01-at-10.46.32-AM.png\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-11333 aligncenter\" alt=\"Screen Shot 2015-07-01 at 10.46.32 AM\" src=\"https:\/\/aurora-institute.org\/wp-content\/uploads\/Screen-Shot-2015-07-01-at-10.46.32-AM-300x300.png\" width=\"300\" height=\"300\" \/><\/a><em><br \/>\nImage Source: <a href=\"http:\/\/digitallearningnow.com\/report-card\/\" target=\"_blank\" rel=\"noopener noreferrer\">ExcelinEd&#8217;s 2014 Digital Learning Report Card<\/a>.\u00a0<\/em><\/address>\n<ul>\n<li>An <a href=\"http:\/\/magicvalley.com\/news\/local\/state-committee-looks-at-mastery-education-system\/article_9e4a99a9-8937-53aa-b5c2-b9f5482fa42c.html\" target=\"_blank\" rel=\"noopener noreferrer\">Idaho state committee met for the first time in June<\/a> to explore mastery-based education. The committee includes educators and administrators, and they are tasked with developing recommendations to the Idaho Department of Education, and they will assist with implementing twenty locally-controlled program \u201cincubators\u201d by the 2017-18 school year.<\/li>\n<\/ul>\n<h3><b>News, Blogs &amp; Resources<\/b><\/h3>\n<ul>\n<li>A <a href=\"http:\/\/www.observatoryedu.com\/edutrends-cbe\" target=\"_blank\" rel=\"noopener noreferrer\">report out of Mexico on competency-based education<\/a>\u00a0focuses on higher education, but applies more globally to concepts across K-12 and higher education.<\/li>\n<li><a href=\"http:\/\/www.theatlantic.com\/education\/archive\/2015\/06\/the-secret-power-of-moocs\/396608\/\" target=\"_blank\" rel=\"noopener noreferrer\">An article in The Atlantic<\/a> suggests that MOOCs may be an effective way to reach and support educators as they build new skills and deeper knowledge of their disciplines. Chris Sturgis reflected on this idea in her recent post: <a href=\"https:\/\/www.competencyworks.org\/reflections\/can-moocs-become-system-builders\/\">Can MOOCs Become System Builders?<\/a><\/li>\n<li>Moving to a competency-based, blended learning education system can prepare citizens for the demands of the future workforce, according to <a href=\"http:\/\/www.forbes.com\/sites\/michaelhorn\/2015\/06\/25\/change-education-to-attack-technology-driven-unemployment\/\" target=\"_blank\" rel=\"noopener noreferrer\">a piece by Michael Horn<\/a>.<\/li>\n<li>As competency education gains momentum and evolve, television stations are uniquely positioned to be partners and direct learning providers by developing content, forming strong community partnerships, and leveraging their unparalleled reach.
