{"id":5708,"date":"2017-09-07T00:00:00","date_gmt":"2017-09-07T04:00:00","guid":{"rendered":"http:\/\/aurora-institute.org\/blog\/cw_post\/whats-new-in-competency-based-higher-education-28\/"},"modified":"2020-02-05T13:03:12","modified_gmt":"2020-02-05T18:03:12","slug":"whats-new-in-competency-based-higher-education-28","status":"publish","type":"cw_post","link":"https:\/\/aurora-institute.org\/cw_post\/whats-new-in-competency-based-higher-education-28\/","title":{"rendered":"What&#8217;s New in Competency-Based Higher Education?"},"content":{"rendered":"<h3><strong><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-thumbnail wp-image-7413\" src=\"https:\/\/aurora-institute.org\/wp-content\/uploads\/Screen-Shot-2014-08-30-at-7.22.41-AM-150x150.png\" alt=\"What's new! star graphic\" width=\"150\" height=\"150\" \/>CBE Programs and Initiatives<\/strong><\/h3>\n<ul>\n<li>The U.S. Airforce is exploring competency education with a new <a href=\"http:\/\/www.af.mil\/News\/Article-Display\/Article\/1275470\/education-training-experience-the-continuum-of-learning\/\" target=\"_blank\" rel=\"noopener noreferrer\">Continuum of Learning initiative<\/a> to allow airmen to learn anytime, anywhere throughout their careers, encouraging a culture of lifelong learning.<\/li>\n<li>The University of Maine at Presque Isle announced a <a href=\"http:\/\/www.wagmtv.com\/content\/news\/UMPI-blazes-new-pathway-to-completion-with-launch-of-flat-tuition-439028353.html\" target=\"_blank\" rel=\"noopener noreferrer\">Competency Based Education Bachelor of Business Administration degree<\/a>, which gives adult learners the ability to earn their college degree in a few years for under $10,000.<\/li>\n<\/ul>\n<h3><strong>News<\/strong><\/h3>\n<ul>\n<li>There is a movement of schools across the country attempting to <a href=\"http:\/\/www.delconewsnetwork.com\/lifestyle\/conversations-in-education-movement-to-abandon-traditional-college-transcript\/article_58cf3ea1-8a96-5452-8de8-2d6cc0318f86.html\" target=\"_blank\" rel=\"noopener noreferrer\">revolutionize the college admissions process<\/a> and abandon the traditional college transcript.<\/li>\n<li>National University announced a <a href=\"https:\/\/www.insidehighered.com\/news\/2017\/08\/01\/national-u-experiment-combines-multiple-pieces-personalized-learning\" target=\"_blank\" rel=\"noopener noreferrer\">$20 million project<\/a> to create a personalized learning platform that combines adaptive courseware, predictive analytics and competency-based education.<\/li>\n<li>Here are <a href=\"https:\/\/campustechnology.com\/articles\/2017\/08\/02\/6-ways-to-build-a-better-cbe-program.aspx\" target=\"_blank\" rel=\"noopener noreferrer\">six ways to build a strong CBE program<\/a>, from Sinclair Community College.<\/li>\n<\/ul>\n<h4><strong>Competency and Academic Standards Exchange<\/strong><\/h4>\n<p>Based on the Technical Interoperability Pilot (TIP) research with C-BEN institutions, IMS Global\u2019s CBE workgroup has published the\u00a0Competency and Academic Standards Exchange (CASE)\u00a0specification (<a href=\"https:\/\/www.imsglobal.org\/case\" target=\"_blank\" rel=\"noopener noreferrer\">https:\/\/www.imsglobal.org\/case<\/a>). CASE enables edtech tools to manage and exchange competency-based curricular data along with aligned rubrics. By replacing spreadsheet-processes with CASE exchanges, institutions can both realize efficiencies and progress toward a digital credentials-based ecosystem.<\/p>\n<p>Major features enabled by CASE include:<\/p>\n<ul>\n<li>Institutional management of a digital curriculum supporting competencies, related courses and external frameworks<\/li>\n<li>Flexible structures for a wide variety of curricular types, hierarchies and levels of detail &#8211; each institution can have their own competency program and structure<\/li>\n<li>Versioning of curriculum elements to support stable change over time<\/li>\n<li>Faculty-driven, criterion-referenced assessments using aligned rubrics<\/li>\n<li>Content which can be tailored to local terms, semantics and vocabularies<\/li>\n<li>Options to share curricular alignments to external frameworks<\/li>\n<li>Competency and rubric publishing to Credential Engine\u2019s Registry<\/li>\n<li>A feature to match learning-resources to curriculum when connected to supporting publishers<\/li>\n<li>Support for a lifelong learning ecosystem based on institution-verified statements and represented in digital credentials such as digital extended transcripts and badges<\/li>\n<li>Free public access to open source standards and code for inclusion in commercial and proprietary systems<\/li>\n<\/ul>\n<p><!--more--><\/p>\n<h3><strong>New Reports<\/strong><\/h3>\n<ul>\n<li>AIR released a new report, <em><a href=\"http:\/\/www.air.org\/resource\/measuring-student-success-postsecondary-competency-based-education-programs-toward-student\" target=\"_blank\" rel=\"noopener noreferrer\">Measuring Student Success in Postsecondary Competency-Based Education Programs: Toward a Student Outcomes Metrics Framework<\/a><\/em>, which articulates metrics that can be used across many CBE program types to build toward a common language about CBE students and outcomes. In addition, the brief articulates key challenges to that common language, calling for CBE program leaders and researchers to engage in field-wide conversations about addressing them.<\/li>\n<li>Eduventures,\u00a0Ellucian, and the\u00a0American Council on Education(ACE)\u00a0released their second annual competency education review: <em><a href=\"http:\/\/www.eduventures.com\/deconstructing-cbe-2017\/\" target=\"_blank\" rel=\"noopener noreferrer\">Deconstructing CBE: Portraits of Institutional Practice<\/a><\/em>.
