These issue briefs <\/span><span style=\"font-weight: 400;\">offer insights on how to catalyze transformative policies <\/span><span style=\"font-weight: 400;\">beyond short-term fixes and work toward the long term. The intent of the new policy priorities is to push current thinking beyond the assumptions that perpetuate root causes of educational inequity and to focus on policy strategy to support K-12 systems change that can sustain over time. \u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For states, the 2019 policy priorities are:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><a href=\"https:\/\/www.inacol.org\/resource\/redefining-student-success-profile-graduate\/\"><span style=\"font-weight: 400;\">Redefine student success<\/span><\/a><span style=\"font-weight: 400;\"> to prepare all students for college, career and civic life;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Create <\/span><a href=\"https:\/\/www.inacol.org\/news\/meaningful-qualifications-and-state-policy-certifying-knowledge-in-competency-based-k-12-education-systems\/\"><span style=\"font-weight: 400;\">meaningful qualifications<\/span><\/a><span style=\"font-weight: 400;\"> based on mastery;<\/span><\/li>\n<li style=\"font-weight: 400;\"><a href=\"https:\/\/www.inacol.org\/resource\/rethinking-state-accountability-support-personalized-competency-based-learning-k-12-education\/\"><span style=\"font-weight: 400;\">Redesign accountability system<\/span><\/a><span style=\"font-weight: 400;\">s for continuous improvement;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Build aligned, <\/span><a href=\"https:\/\/www.inacol.org\/resource\/inacol-issue-brief-redesigning-systems-assessments-student-centered-learning\/\"><span style=\"font-weight: 400;\">balanced systems of assessments<\/span><\/a><span style=\"font-weight: 400;\"> to certify knowledge and skills;<\/span><\/li>\n<li style=\"font-weight: 400;\"><a href=\"https:\/\/www.inacol.org\/resource\/state-strategies-develop-teacher-capacity-personalized-competency-based-learning\/\"><span style=\"font-weight: 400;\">Develop educator capacity<\/span><\/a><span style=\"font-weight: 400;\"> for next-generation learning;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Build system and school leadership <\/span><a href=\"https:\/\/www.inacol.org\/news\/developing-a-pipeline-of-change-leaders-for-personalized-competency-based-k-12-education\/\"><span style=\"font-weight: 400;\">capacity for change<\/span><\/a><span style=\"font-weight: 400;\">; and<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Establish <\/span><a href=\"https:\/\/www.inacol.org\/resource\/inacol-issue-brief-state-policy-k-12-competency-based-education\/\"><span style=\"font-weight: 400;\">enabling state policies<\/span><\/a><span style=\"font-weight: 400;\"> to create and launch innovative learning models and multiple pathways.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">For federal leaders, the 2019 policy priorities are:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Launch a pilot program in the reauthorization of the <\/span><a href=\"https:\/\/www2.ed.gov\/policy\/highered\/leg\/hea08\/index.html\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Higher Education Act<\/span><\/a><span style=\"font-weight: 400;\"> to support innovation;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Remove barriers for states in ESSA Section 1204 (<\/span><a href=\"https:\/\/www.inacol.org\/news\/u-s-department-of-education-invites-state-applications-for-a-new-pilot-on-innovative-systems-of-assessments\/\"><span style=\"font-weight: 400;\">Innovative Assessment Pilot<\/span><\/a><span style=\"font-weight: 400;\">);<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Support continued expansion of <\/span><a href=\"https:\/\/www.inacol.org\/news\/build-robust-technology-infrastructure-and-improve-broadband-to-expand-educational-opportunity\/\"><span style=\"font-weight: 400;\">Internet access, wifi and broadband infrastructure<\/span><\/a><span style=\"font-weight: 400;\">; and<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Target funding within the reauthorized <\/span><a href=\"https:\/\/www.congress.gov\/bill\/115th-congress\/senate-bill\/3217\/text?r=1\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Perkins Career and Technical Education Act<\/span><\/a><span style=\"font-weight: 400;\"> to encourage alignment to postsecondary programs and pathways.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight:
