Interactive Map Tracks State-Level Policy Driving Competency-Based Education Across the U.S.


Two leading organizations in education transformation, KnowledgeWorks and the Aurora Institute, have partnered to launch a powerful new tool spotlighting state-level policy innovations shaping the future of learning. 

Today marks the official release of the State of Competency-Based Education Policy Map, an interactive tool that provides a state-by-state snapshot of how K-12 education systems across the country are embracing competency-based education (CBE).

Designed for policymakers, educators, advocates, and system leaders, the map offers an easy-to-navigate view into the policies driving personalized, student-centered, and competency-based learning. With filters by state and topic, users can dive into:

  • State visions and learning frameworks
  • Graduation requirements
  • Seat time flexibility
  • Innovation pilots and waivers
  • Funding strategies
  • Statewide networks and partnerships

This launch underscores the growing momentum for systems change. A decade ago, fewer than half of U.S. states had policies supporting CBE. 

“If we are serious about creating a more vibrant and prosperous future for all, we must transform the way learning happens,” said Virgel Hammonds, CEO of the Aurora Institute. “For more than a decade, Aurora has tracked the development of competency-based education policies. The momentum we’re seeing now signals a major shift—one that prioritizes preparing learners with the adaptable, future-ready skills they need to thrive.”

Today, all 50 states have adopted policies that allow competency-based approaches to be implemented in some form, clear evidence of a national shift toward recognizing skills-based pathways to student success that align with postsecondary and workforce needs.

“By joining forces with KnowledgeWorks, we’re underscoring the importance of collective action and aligning our strengths to accelerate change,” Hammonds added. 

The traditional approach to K-12 education is no longer sufficient for the demands of the modern world. Competency-based education ensures students don’t just memorize facts; they master essential skills that are durable, transferable, and future-ready.

By spotlighting state-level innovation, we’re helping build a shared roadmap for systems change.”The interactive map also features related stories that highlight how states are advancing student-centered learning through creative and strategic policies. Whether users want to explore emerging trends or identify gaps and opportunities, the tool makes it easy to discover, engage with and advocate for education transformation.

The map will be regularly updated to reflect new policies and innovations as systems continue to evolve.
